「文化的権利と移民に関する共同声明」国際ペン、PENアメリカ・ARC（2023.3.15）

　日本ペンクラブは、国際ペン、PENアメリカ・ARCの呼びかけに賛同し、第52回国連人権理事会に提出された「文化的権利と移民」に関する報告に支持を表明します。

「文化的権利と移民に関する共同声明」

　第52回国連人権理事会（会期：2023/2/27～4/4）が開催され、文化的権利、人権擁護者の保護、宗教・信条の自由、障害者の権利、食料と適切な住居を得る権利などに関する問題が取り上げられています。

　国際ペン、PENアメリカの Artist at Risk Connection（ARC）と、183の団体と個人は、2023年3月15日に国連人権理事会において発表されたアレクサンドラ・ザンサキ氏（Alexandra Xanthaki）による「文化的権利と移民」に関する報告に支持を表明します。

　私たちは圧政や紛争から逃れてきた避難民が記録的な数となっている時代に生きています。その中には何千人もの芸術家、作家、文化の擁護者が含まれています。

　移民になることを余儀なくされた芸術家や文化関係者は、受け入れ国において表現の自由を行使する上で、援助の入手が困難であり、差別攻撃の標的になりやすく、さらに文化の障壁など重大な課題に直面し続けています。多くの場合、文化的生活に十分な参加ができず、社会的、経済的な脆弱性に拍車がかかっています。彼らが守る必要のある芸術家であるとの認識を国際社会が見誤ったために、その困難は悪化しています。

　私たちは国連加盟国に対し、移民にならざるを得ない芸術家が人権を推進する上で重要な役割を果たしていることを認識し、利用可能な亡命政策、包括的な保護プログラム、積極的かつ包摂的な文化政策によって、彼らを完全に受け入れることを保証するよう強く求めます。

　この重要な問題にスポットライトを当ててくださった特別報告者のザンサキ氏に感謝します。いま、芸術と文化はかつてないほど重要な役割を果たしています。
